As of this moment, land-based casinos and online casinos are illegal in Ireland
under the the 1956 Gaming and Lottery Act which is over 55 years old and clearly
outdated. Their has always been a loophole in the law that allows private clubs
to offer casino games to Irish citizens without the fear of prosecution.
Last December, the Minister of Justice published a paper that outlined the
legislative options for the gambling sector within Ireland. The paper had proposed
that gambling legislation be developed to allow for small-scale casinos with only
10-15 table games and a maximum of 45 video slot machines for patrons to play.
The government has begun to show interest in developing legislation to regulate
gambling activities in the country after reports have shown that regulated
gambling could generate up to €280 million per year for the economy and
create as many as 13,000 new jobs within the country by late 2020.
The licensing of online betting operators within Ireland is also being
discussed but it looks as if their needs to be some clarification on
land-based gambling legislation before moving into the online world.
